A proposal to establish 2,500 “Grama Rajya” units throughout the Island, in order to ensure the active participation of the general public in the development process, was included in the “Five Point Plan” policy statement presented in the General Election 2015.

Accordingly, the draft concept paper and framework prepared by the Committee comprising of public officers, university scholars, retired public officers and representatives from non-Government sectors, appointed to prepare a draft concept paper for the establishment of “Grama Rajaya” units, and submitted to the Cabinet by Hon. Ranil Wickremasinghe, the Prime Minister, was referred to the Parliamentary Sectoral Oversight Committee on Internal Administration and Public Management for further discussion, as decided by the Cabinet.
